a tactical officer and a hostage negotiator before he joined the Edmonton
Police Service's Internet Child Exploitation unit.
He's been around. He's a hard guy to surprise. But this caught him off-guard. "I could never have come up with these numbers. I couldn't even have come close," he says. "These people could be anywhere, of course. There's no way of telling," says Bob Vaasjo, Epiar's director of research and development.
Epiar uses sophisticated "metasearch" porn search engines to track what people use search engines to find on the web. Their private sector clients use that data to design webpages that will maximize traffic.
The survey tracked a list of two-word terms entered on search engines by child porn fanciers. The bad news: the most popular search terms tracked by Epiar were "preteen nude" at 19,422 hits, followed by "nude preteen" at 15,755.
Both those search phrases out-polled terms like "nude teens" and "naked teens," even the comparatively tame "cheerleaders nude." The client base seems to prefer their victims younger than young.
"Some of these hits are going to be accidental searches," says Vaasjo. "You'd be surprised what you get if you enter an innocent term like 'uniforms' on a search engine.
"We did a contract for Ducks Unlimited once. Try searching for 'wetlands.' I guarantee you, you'll get quite a few hits that have nothing at all to do with ducks."
Kunce says that, from an investigator's perspective, the Epiar data is useless. Tracking search attempts usually takes a court order served on the search engine operator, and police don't have the time or resources to track down casual clients.
LOWER PRIORITY
"Our mandate is to protect children, so we go after the people who are producing and distributing this stuff," he says. "The people accessing it are a lower priority.
"But these numbers do illustrate the kind of problem we're up against, the enormous size of the market. Sometimes it feels like we're trying to hold back the ocean with a sieve. It's disheartening."
Epiar's research is even more startling when you consider that it's guesstimating the extent of the Internet child porn market. Google, the most popular search engine on the planet, doesn't release search frequency data.
In fact, the U.S. Department of Justice tried (and failed) to force Google to turn over all its data on porn searches earlier this year.
But if police services have to focus their efforts on the makers and distributors of child porn (and the EPS ICE team, with just four investigators, doesn't have much choice), what do we do about the consumers? Can we frighten them away from accessing Internet child porn by using heavy sentences to make a stern example of the people who feed that market?
"I doubt it," says Rosalind Prober, president of the Canadian children's rights advocacy group Beyond Borders.
"Prosecutors are always telling us how amazed they are at the risks these people take to feed their addiction to child porn. Most of them are ordinary people with families and jobs. They're not perverts hanging around parks.
"We don't really have a clear idea of what's driving the demand side yet... nobody's really done the right research. But once you have a sexual interest in children, you don't just lose it.
"These people can't be scared off."
